This is a great piece for comabatants! Sadly, only those of you with the Tribunal Expansion can get it. Tienius Delitian, one of the King's personal gaurds in the Mournhold Palace Throneroom has possession of the blade. You'll have to kill him for it. But wait until you've finished the Tribunal Content, or you'll sever the thread of prohecy! Severing the thread in tribunal won't effect the Morrowind or Bloodmoon main quests, so once you've finished the Tribunal main quest, go for this puppy! The enchantments alone should make you wet yourself!
